Surface grading...

I found a dealer with a huge 58 Topps selection. He had just purchased the collection and the cards have been handled once since 58. My question:

Alot of the cards have brilliant gloss and amazing eye appeal. Upon closer inspection (under a 10x mag), some cards had small surface imperfections. They appeared to be tiny needle top sized scratches. I might find 1 or 2 examples on each card, less than 1/4 of an inch in length.

How does this factor into PSA grading? What about surface in general?

On a side note, the overall quality of the cards was amazing. Although centering seemed to be the biggest issue, most cards had at least 1 corner ding. I looked at over 1200 cards, and purchased 3 that should have a solid 8 opportunity.
