Measuring Cards prior to submission

I purchased a BLAZER 57 Topps card this week. With exception of centering, the card has a great shot at 9. My questions...

What is the best way to measure for centering?

Also, what is the best method to measure for card size? (I have read of trimming and also series' that run short -- 72 I think.)
